Here in the 39th District, we believe strong communities are built on informed citizens, sound policies, and respect for individual liberty. That’s why we proudly promote the work of the Caesar Rodney Institute (CRI)—a Delaware-based nonprofit dedicated to advancing freedom, opportunity, and accountability in our state.


Who is the Caesar Rodney Institute?

The Caesar Rodney Institute (CRI) is a nonprofit 501(c)(3) public policy think tank located right here in Delaware. Their mission is simple but powerful: to protect individual liberties and provide fact-based analysis on the issues that matter most to Delaware families.

CRI’s work focuses on four major areas:

  • Education – ensuring Delaware students have access to quality learning opportunities.

  • Energy & Environmental Policy – promoting responsible policies that balance economic growth with environmental stewardship.

  • The Economy & Government Spending – encouraging fiscal responsibility and a strong economy that works for everyone.

  • Health Policy – advocating for healthcare solutions that protect patients and improve outcomes.


As a nonpartisan organization, CRI’s analysis is independent, data-driven, and focused on real solutions for Delawareans. Their guiding principles emphasize constitutional governance, personal responsibility, limited government, and strong local communities.


By partnering with organizations like the State Policy Network, CRI is part of a nationwide movement of state-focused think tanks dedicated to preserving freedom and strengthening democracy at the local level.

As part of their ongoing civic-education mission, CRI is hosting a series of events to commemorate America’s 250th birthday—CaesarRodney250. These evenings combine history, culture, and policy in a way that is both educational and inspiring.


🎭 CaesarRodney250: The Midnight Ride that Made a Nation

Enjoy a live theatrical performance by Caesar Rodney & Friends that brings to life the historic 80-mile ride that secured America’s independence. The evening includes cocktails, hors d’oeuvres, and educational insight.


Following the performance, stay for the Caesar Rodney Institute Policy Forum featuring CRI’s Center Directors—the leading Delaware voices on energy, education, healthcare, and the economy. This panel discussion will address today’s most pressing issues and offer thoughtful solutions for our future.
