The 39th District continues to stay informed, alert, and engaged as Delaware battles destructive policies and celebrates hard-fought wins for freedom. From state mandates to immigration reform, we see clearly how failed leadership in Dover and Washington impacts our local families, businesses, and freedoms. Here’s what you need to know—and how you can take action.


✅ Victory: EV Mandate Repealed

Thanks to pressure from citizens, the Delaware EV mandate is officially dead. Governor Carney’s administration backed off a regulation that would have forced auto dealers to carry excessive stock of electric vehicles starting in 2025—cars most people neither want nor can afford. This reversal comes as the U.S. Senate passed a resolution cutting off California’s ability to dictate vehicle mandates that Delaware was blindly following.


The Caesar Rodney Institute (CRI) led the charge to stop this costly regulation, and we thank our representatives in Congress for supporting common sense. This is a win for working families across the 39th District and beyond who simply want reliable, affordable transportation options without government overreach.


⚠️ Still Fighting: Offshore Wind & Environmental Overreach

CRI is also spearheading a lawsuit against DNREC over the rushed and poorly planned offshore wind projects that threaten our coastlines, marine life, and local industries—especially fishing. This battle is ongoing, and they need public support. Consider contributing to the CRI Offshore Wind Legal Fund to help stop this reckless green agenda that sacrifices environmental balance and economic stability.


😡 Delusional Legislation: What Are They Doing in Dover?

While we’re seeing success in one area, the Delaware Democrats are fast-tracking alarming new laws that should concern every Delawarean who cares about life, law, and liberty.

  • HB 140 – Assisted Suicide is now law. Combined with last year’s hospital “Budget Oversight Board” and the grotesque new law legalizing human composting, a dark culture of death is being codified. This isn’t compassion—it’s control, cost-cutting, and a complete disregard for the value of human life, especially for the young, elderly, and disabled.

  • A new package of immigration bills (HB 150, 151, 142, 153) threatens our public safety and undermines federal immigration law enforcement. Sponsored by Rep. Gorman and Sen. Sturgeon, these bills aim to:

    • Prevent ICE arrests in courthouses—even with a warrant.

    • Ban all future immigration detention centers in Delaware.

    • Strip away the rights of trained private citizens to intervene in criminal situations.


This radical package is being sold as “civil liberty” reform. But in practice, it handcuffs law enforcement and opens the door to dangerous loopholes that criminals can exploit. In rural areas like ours—where law enforcement backup can take time—these restrictions are not just irresponsible, they’re reckless.


These are not hypothetical concerns. ICE targets criminals—those with violent offenses, drug charges, and identity theft. These new laws would make it harder, not easier, to protect law-abiding residents in the 39th District.
