Rep. Short Co-Sponsors Bill to Boost Media Production in Delaware

State Rep. Danny Short is co-sponsoring a new bill to encourage media content creators to choose the First State as a production venue.
House Bill 364 proposes the creation of a film production tax credit, a tool already used by at least two-thirds of U.S. states to attract a wide range of projects. These include feature films, television series, commercials, web-based content, music videos, and even video game production.
Under the bipartisan proposal, the tax credit would be nonrefundable, transferable, and eligible to be carried forward for up to five years. It could be applied against several types of taxes, including personal income tax, corporate income tax, bank franchise tax, and insurance premiums tax.
To qualify, companies seeking the credit would be required to undergo an independent audit to verify eligible production expenditures, ensuring accountability and transparency in how the incentives are used.
The bill is currently awaiting consideration in the House Revenue & Finance Committee. If approved, it could position Delaware as a more competitive option for media production and related economic activity.
