The 39th District is proud to celebrate one of its most dedicated members and shining examples of grassroots leadership: Barbara Kilby, who has been honored with the American Patriot Award by the National Federation of Republican Women (NFRW) at the Delaware Federation of Republican Women (DFRW) Convention in Dover this past Saturday.


This prestigious national award is reserved for individuals whose lives reflect steadfast devotion to America’s founding principles, an unwavering commitment to civic duty, and exceptional service to their community. Barbara Kilby embodies all of this—and more.




A Leader Rooted in Service, Patriotism, and Community

Barbara’s impact on Sussex County’s Republican community has been nothing short of extraordinary. Her leadership at the Sussex County Republican Headquarters, especially through her work with the First State Freedom Store, has strengthened both the operations and the spirit of our local party.

  • She organized, planned, and helped build the First State Freedom Store from the ground up.

  • She recruited, mentored, and supported a strong team of volunteers.

  • She infused every corner of the headquarters with patriotism, pride, and a welcoming atmosphere.


Visitors and volunteers alike describe the store as a “sea of Americanism,” a place filled with the joy of being an American and the camaraderie of shared purpose. The store has also become a major asset to county fundraising efforts.


Her efforts didn’t just improve the headquarters—they elevated the sense of unity, enthusiasm, and commitment across the 39th District and the entire Sussex GOP.

The NFRW and DFRW recognized Barbara for her tireless devotion, describing her as instrumental in planning, purchasing, and assembling the First State Freedom Store—work that required countless hours, exceptional coordination, and inspiring leadership.
