39th & 40th District Celebrate Seaford’s Mike Vincent Receiving Delaware’s Highest Civilian Honor

Mike Vincent, one of five honored by the Governor with the Order of the First State, held multiple public service roles, including council president for more than a decade.

Residents across Seaford, Blades, Laurel, Bridgeville, Bethel, Cross Keys, and Portsville have reason to celebrate.


Governor Matt Meyer recently presented Delaware’s highest civilian honor — the Order of the First State — to five distinguished Delawareans, including lifelong Seaford resident Mike Vincent.

The Order of the First State recognizes individuals whose leadership, service, and achievement have made a lasting impact on Delaware and its communities. It is the highest civilian honor awarded by the Governor.


For those of us in Western Sussex County, this recognition feels especially meaningful.


A Lifetime of Service to Seaford and Sussex County


Mike Vincent has dedicated decades to public service in our region. He served 14 years on Seaford’s Planning and Zoning Commission, three years on Seaford City Council, and was elected to Sussex County Council in 2008.


From 2010 until his retirement last year, he served as Sussex County Council President, with a focus on:

  • Public safety

  • Responsible land use

  • Economic development


His leadership helped guide growth while protecting the character of our communities.

Beyond elected office, Mr. Vincent’s service to the Seaford Volunteer Fire Department is equally distinguished. As Past President and Chief Emeritus, and as a former president of the Delaware Volunteer Firefighters Association, his commitment to public safety has touched countless lives.


Western Sussex County is stronger because of his leadership.


Honoring Service Across Delaware

Also receiving the Order of the First State this year were:

  • Brooks Banta – Recognized for more than 60 years of public service in Kent County

  • Ellen Bartholomaus – Honored for decades of leadership in Delaware’s arts community

  • Dr. Anand Panwalker – Recognized for over 55 years of service in infectious disease medicine

  • Robert “Bob” Vanderhost – Honored for leadership in athletics, mentorship, and community advocacy


Each recipient represents a different path of service — but all share a commitment to strengthening Delaware’s civic life.

In Western Sussex County, we value steady leadership, community involvement, and a willingness to serve. Mike Vincent’s recognition reflects those values.
