State Rep. Ron Gray Will Not Seek Reelection — What It Means for the 39th District

After more than a decade in public office, Ron Gray has announced he will not seek reelection this November, closing the chapter on a 14-year legislative career representing Delaware’s 38th District. While his district covers coastal communities like Bethany Beach, Fenwick Island, Selbyville, and Ocean View, his departure carries broader implications for neighboring areas—including the 39th District.


First elected in 2012, Gray served seven terms and developed a reputation as a collaborative and pragmatic lawmaker known for working across party lines to move legislation forward. Outside the General Assembly, Gray is a professional engineer licensed in three states. He owns R.E. Gray & Associates Engineering Company and is involved in several family-run businesses—experience that often informed his approach to infrastructure and economic issues in Dover.


Gray’s policy priorities—particularly around infrastructure and environmental management—have had ripple effects well beyond his district. His strong advocacy for dredging the Inland Bays helped maintain water quality and navigability, supporting not only coastal communities but also Delaware’s broader economy. These efforts play a key role in sustaining tourism, protecting natural resources, and ensuring safe waterways that benefit residents and businesses across the state.


Most recently, Rep. Gray has co-sponsored several notable pieces of legislation:

  • HS 1 for HB 284 – A bipartisan effort to double the childcare and dependent care tax credit for lower-income Delaware residents.


  • SB 232 – A measure to elevate certain acts of criminal mischief to a felony when emergency vehicles are severely damaged or disabled.


  • HB 277 – A proposal to formalize the Delaware State Police “blue envelope” program, designed to improve communication and safety during traffic stops involving individuals with disabilities.


Gray’s departure marks a broader shift within House Republicans. He joins Rich Collins and Charles Postles as the third GOP lawmaker opting not to run for reelection this cycle.


With his decision, the 38th District will see an open race for the first time in over a decade—setting the stage for a new voice to represent Delaware’s coastal communities.
