About Rep. Richard Collins
State Rep. Rich Collins has been a dedicated public servant for the residents of the 41st District since his election in 2014. An alumnus of Seaford High School and the University of Delaware, Rep. Collins brings decades of experience from the insurance industry. Before taking office, he owned Access Insurance & Financial Services and founded the Positive Growth Alliance, where he served as chief lobbyist, advocating for private property rights.
In the General Assembly, Rep. Collins is known for his staunch defense of citizens' freedoms, often criticizing government actions he sees as overreaching. He has sponsored numerous bills aimed at reducing taxes, limiting regulatory authority, and increasing accountability of public officials. His practical experience as one of the few working farmers in the General Assembly provides him with valuable insights, particularly in discussions affecting Delaware's agriculture sector.
