CaesarRodney250: The Midnight Ride that Made a Nation


On September 17th, 2025—Constitution Day—about 50+ Delawareans gathered at the DuPont Country Club in Wilmington for a special evening hosted by the Caesar Rodney Institute (CRI) in collaboration with the Institute on the Constitution (IOTC).


Guests enjoyed cocktails, hors d’oeuvres, and a powerful theatrical reenactment of Caesar Rodney’s midnight ride. Nearly 250 years ago, Rodney rode through a storm—ill and exhausted—to cast the deciding vote that secured America’s independence.


Brandon Brice, CRI's Board Secretary, opened the evening with a stirring reminder:

“That reenactment of Caesar Rodney’s famous midnight ride was more than a story — it was a reminder of what courage looks like in action. Nearly 250 years ago, Rodney rode through a storm, sick and exhausted, to cast the vote that helped secure America’s independence. Tonight, we honor that sacrifice as we launch the Caesar Rodney 250 Civic Education Series.”

The program then shifted to the present. Delaware broadcaster Rick Jensen moderated a live panel featuring CRI’s Center Directors, who spoke on the state’s most pressing issues—energy, education, healthcare, and the economy.


Dr. Michelle Parsons, M.D. highlighted Delaware’s education crisis:

  • Per-student spending in 2024 reached $21,641, yet student outcomes continue to decline.

  • Only 32% of students are proficient in math and 42% in English.

  • “The problem isn’t funding—it’s policy,” she emphasized.


This policy forum reminded all in attendance that the choices we make today are just as important as those made in Caesar Rodney’s time.
