Stop the Double Standard in Delaware

An Editorial from the 39th Representative District


This week, a new “Hospital Review Board” held its first meeting as a lawsuit against the state looms. The image is clear: unelected bureaucrats deciding how much your local, non-profit hospital is allowed to spend — all while the State of Delaware fails to follow its own advice.
Let’s look at the facts:
📈 In just four years, Delaware has increased state spending by a staggering 30%...
📉 …while state revenues have only grown by 18%.
That’s not sustainable for any household, business, or government — and it’s certainly not leadership by example.
But here’s the kicker:
The state wants to cap non-profit hospitals at just 3.1% growth in spending per year — roughly 12% over 4 years — while the state itself blew past that threshold almost three times over.
Even worse?
If hospitals manage to operate efficiently and end up with a surplus, this new board can redirect those funds to state-run programs — effectively confiscating resources from community care to feed a bloated state budget.
Let’s get this straight:
❌ The state mismanages its own finances
❌ Then tries to police hospitals on fiscal discipline
❌ And now seeks to raid non-profit reserves?
We call that a double standard — and Delawareans are fed up with it.
These hospitals are pillars of our communities. They’re on the front lines of public health, funded by donations and community goodwill, not taxpayer dollars. They deserve support, not strangling red tape.
Where’s the accountability?
Who’s watching the state the way it watches everyone else?

As State Rep. Bryan Shupe — a small business owner, father, and lifelong Delawarean — has pointed out through both word and action: government should live within its means just like the families and businesses it serves.
Shupe’s leadership as a business owner, former mayor, and current Representative reflects what Delaware needs: someone grounded in fiscal responsibility, transparency, and actual results — not political power grabs.
Let this be a wake-up call.It’s time to stop the double standard.It’s time to stand up for our hospitals, our communities, and our future.
